Yes, I am German and can confirm this: if you read a sign "Sauna" or "Finnische Sauna", all people are normally in the nude there. However, "Dampfsauna" is completely different, there are lots of steam like in a Turkish Bath, people normally wear swimsuits (bikinis, shorts, etc.)
